Am I correct in assuming that if I don’t withhold taxes on my workers’ pay then they are considered to be sub-contractors?

NO. A popular misconception is that just because you do not withhold taxes on your workers’ paycheck that they are then sub-contractors. Many contractors make this mistake and wind up paying thousands of additional dollars of additional premium when the policy audit is completed. Contractors that use sub-contractors should have a signed agreement in place as well as a certificate of insurance from the sub-contractor on file.
